ment of Mental Health a group of clients receiving men!
tal health services for severe mental illnesses developed
their own functional level scale to measure the e}ec!
tiveness of the services they received[ The author then
the agency|s Director of Research and Training and her
assistant facilitated the development of the Community
Living Skills Scale "Smith and Ford 0889# by a group of
mental health consumers*the Client Oriented Program
Evaluation "COPE#[ The _rst challenge was to dem!
onstrate for the group of _fteen mental health consumers
the value of measuring behavior changes so as to assess
the agency|s accountability despite their complaint that
professionals pay little attention to {how one feels|[ The
compromise was to agree to use a feeling!based outcome
measurement with the new behavioral measurement[
Thus the consumers had their say in what should be
measured
