confused pharmacopoeial substances with other substances,but also forgot to mention phytopharmaceuticals at all.Only one exception was made in 1991 as a consequenceof its prohibition in Germany, which led to the productbeing banned from the Brazilian market as well (Petrovicket al., 1999): the plant Symphytum officinale, widely usedfor oral administration, contains the toxic pyrrolizidinealkaloids mentioned above. This unacceptable situationwas improved by the Ministry of Health Ruling MS/GM, which established guidelines for the National HealthSurveillance System (SNVS) in 1994 on the basis of WHOrecommendations (Piovesan & Labra, 2007; WHO, 1991;1995; World Health Organization Research Office for theWestern Pacific 1993). A revised proposal was incorporatedinto directive n. 6, issued by SVS in 1995 to regulate theregistration procedure for phytopharmaceutical productsin Brazil (Petrovick et al., 1999).
