However, the researcher noted that eco initiatives were considered
beneficial only once a balance between these tiers was
established. According to Hamele and Eckardt (2006: 3), a developing
economy is beneficial to its society but may damage the
environment at the same time, consequently limiting the environment’s
ability to meet society’s physiological needs. The analysis
of an eco initiative led the researcher to investigate the link
it has with ecological modernisation, government policy and
tourism.
