Implementing the three principles posed new challenges
to the regulatory body. While enforcement actions
and stiff penalties could create strong incentives for
enterprises to improve their OSH standards, it was
insufficient to ensure change.
Firstly, a strong impetus needed to be created for
stakeholders to take ownership of their OSH outcomes
and stamp out the root causes of deficiencies in their
OSH system. This could be achieved by focusing
intervention efforts on priority or high-risk areas, such
as “targeting where it matters”. This required a shift from
the traditional approach of non-targeted or random
selection of workplaces for intervention.
Secondly, for enterprises willing to improve but have a weak
