Re: 8” Hydraulic Cutter Suction Dredge for Marine Department
We appreciated receiving advance copy of specification for dredge. After review, we have several concerns as outlined below:
We are concerned about the requirement of Section 4 for the dredging control room to be constructed of aluminum and also concerned about the required minimum size of 2.0 M wide x 3.0 M long which will be difficult to fit on the specified hull size for 8” dredge. We must point out that requirement for control room top to be removable for transport is reasonable requirement but requirement for entire control room to be removable would require major disassembly of controls, piping, wiring, etc. and although possible, would not be easily accomplished.
We will need to know whether the 3406C Fire Pump Engine would be a suitable alternative for the engine specified in Section 6 of specification. We must point out that the 3406C Fire Pump Engine is only for global non-certified areas. We must also point out that the published engine rating of 292-482 bhp @ 1750-2300 rpm is the only rating provided by Caterpillar for the 3406C Fire Pump Engine. The engine does not have a “continuous duty” rating.
We have noted that Sections 9 and 10 specifies in great detail the hydraulic pumps, hydraulic motors for winches, cutter and spuds, as well as the gearboxes and ratings for winches and cutter. This causes us to wonder whether the Marine Department may have been provided with design details provided by a potential competitor. The mentioned machinery components supplied in 2008 for HPC-8ES will not comply with the details and ratings specified in Sections 9 and 10 of Marine Department’s advance specification.
For your comparison we have attached a copy of the Bidder’s Specification for the HPC-8ES supplied in 2008, which met the requirements of the Marine Department. Is it possible Marine Department would accept 8” dredge same as supplied in 2008?
Are you aware of any problems the Marine Department experienced with HPC-8ES or any capabilities of the dredge which Marine Department considered insufficient. If so, we would appreciate knowing details.
It is not possible for us to supply components for a 8” dredge that will comply fully with the details of the advance copy of Marine Department’s specifications without extensive re-design of machinery, control room, etc. This would result in extension of delivery time, perhaps considerable, and increased cost that we fear would compromise our ability to make a competitive offer.
