Enrolment rates in pre-school and secondary education also differ significantly between rural and urban areas. The survey conducted in 2006 found, for example, that 75 per cent of urban children attended a pre-school, compared with only 51 per cent of rural children.155Various conditions impact on these rates. Parents in rural areas are possibly less aware of the value of more education for their children, and they are certainly less likely to be earning high incomes.
