Community based forest management was lauded as a strategy<br>to accommodate the voices and needs of local communities living<br>in and around forests (Agrawal and Gibson 1999). Numerous<br>scholars (e.g., Kellert et al 2000, Bwalya 2002, Roe et al. 2009,<br>Ayana et al. 2013, 2017) argued that CBFM might help to amend<br>limitations of the centralized resource management models and<br>could also be a mechanism to address drivers of deforestation<br>emanating from within the communities, thus complementing<br>measures to reduce illegal logging (Roe et al. 2009) at the national<br>level and curbing illegal timber trade at the global level.
