A total of two hundred and twenty-six state government employees were surveyed from a random selection of eight departments. The final sample consisted of male (75 percent) and female (25 percent) respondents, ranging in age from 22 to 63 years of age. On average, respondents were 41 years of age, and they had been employed in the public sector for 17 years, on average. Three levels of management were surveyed. Seventy-six respondents were in junior clerical-administrative positions, 90 were middle-managers, and 60 were in top management.
