These findings were presented to focus groups comprised of officers from within
each of the case studies and a broad consensus was expressed that, what with
performance management frameworks increasingly being developed corporately with
the expectation that services would use them, there was a considerable risk that the
single-issue focus of waste services would lead to an operational/strategic divide
(Leonard and McAdam, 2002) arising from an increasing discrepancy between
councils’ corporate aspirations and their waste services’ focus upon minimising fines
under LATs and the EC Landfill Directive.
