2. Literature Review
AHP: Analytic Hierarchy Process – AHP is one of the best known methods of scientific scenario analysis and decision-making through consistent judgment of hierarchy of goals, criteria, sub-criteria and alternatives, which together create a system for supporting the decision-making process. The conceptual and mathematical basis of the AHP method was developed by Thomas Saaty. It enables interactive formation of problem hierarchy as preparation for decision-making scenarios, followed by a top-down pair wise judgment of hierarchy elements (goals, criteria and alternatives). Finally, a synthesis of judgments is performed, and weight coefficients for each hierarchy element are determined in line with a strict mathematical model. The sum of weight coefficients of elements at each level of the hierarchy is one, which allows the decision-maker to rank all elements horizontally and vertically (Jandric & Srdevic, 2000). From the methodological point of view, the AHP is a multiple criteria technique based on the decomposition of a complex problem into a hierarchy. The goal is at the top of the hierarchy while the criteria, sub-criteria and alternatives are located at lower levels. For example, Figure 1 shows a hierarchy consisting of a goal, three criteria and four alternatives. The hierarchy does not have to be complete; for example, an element at some level does not have to be a criterion for all elements of the sub-level, so that the hierarchy can be divided into sub-hierarchies with the only common element being the one at the top of the hierarchy (Begicevic, 2009). It is a methodology that allows the evaluation of alternatives in the light of the conflict of principles and deals with issues which are emotional for stakeholders in the decision-making process (Saaty & Begicevic, 2010). An important quality in the application of this method is to check the consistency of decision-maker's judgment. During the judgment of hierarchy elements, all the way to the end of the procedure and the synthesis of results the consistency of decision-maker's reasoning is examined and the correctness obtained by ranking alternatives and criteria, as well as their weight values, is determined (Begicevic, 2009).

2. literatur ReviewAHP: Analytic Hierarchy Process-AHP adalah salah satu metode paling dikenal skenario ilmiah analisis dan pengambilan keputusan melalui konsisten penghakiman hirarki tujuan, kriteria, sub kriteria dan alternatif, yang bersama-sama menciptakan sebuah sistem untuk mendukung proses pengambilan keputusan. Konseptual dan matematika dasar Metode AHP dikembangkan oleh Thomas Saaty. Hal ini memungkinkan interaktif pembentukan masalah hirarki sebagai persiapan untuk skenario pengambilan keputusan, diikuti dengan atas ke bawah pasangan penilaian bijaksana hirarki elemen (tujuan, kriteria dan alternatif). Akhirnya, sebuah sintesis dari penilaian dilakukan, dan koefisien berat untuk setiap elemen hirarki ditentukan sesuai dengan model matematika yang ketat. Jumlah koefisien berat elemen pada setiap tingkat dari hirarki adalah satu, yang memungkinkan pembuat keputusan untuk peringkat semua elemen horisontal dan vertikal (Jandric & Srdevic, 2000). Dari sudut pandang metodologis, AHP adalah beberapa kriteria teknik berdasarkan dekomposisi masalah yang kompleks ke dalam hirarki. Tujuannya adalah di bagian atas dari hirarki sementara kriteria, sub kriteria dan alternatif berada di tingkat yang lebih rendah. Sebagai contoh, Gambar 1 menunjukkan hirarki terdiri dari tujuan, kriteria tiga dan empat alternatif. Hierarki tidak harus lengkap; sebagai contoh, sebuah elemen pada tingkat tertentu tidak harus kriteria untuk semua elemen tingkat sub, sehingga hirarki ini dapat dibagi menjadi sub hierarki dengan unsur hanya umum menjadi satu di bagian atas dari hirarki (Begicevic, 2009). Ini adalah sebuah metodologi yang memungkinkan evaluasi alternatif dalam konflik dari prinsip-prinsip dan berurusan dengan masalah emosional bagi pemangku kepentingan dalam proses pengambilan keputusan (Saaty & Begicevic, 2010). Kualitas penting dalam penerapan metode ini adalah untuk memeriksa konsistensi pembuat keputusan pengadilan. Selama waktu penghakiman hirarki elemen, semua jalan ke akhir prosedur dan sintesis hasil konsistensi pembuat keputusan penalaran dikaji dan kebenaran yang diperoleh oleh peringkat alternatif dan kriteria, serta nilai-nilai mereka berat, ditentukan (Begicevic, 2009).
