Introduction
According to the Alma-Ata Declaration,1
primary health care is essential health care based
on practical, scientifically sound and socially
acceptable methods and technology. It should be
universally accessible by individuals and families
in the community and at a cost that the community
and country can afford to maintain at
every stage of their development in the spirit of
self-reliance and self-determination. The redefi-
nition of the concepts of health and illness
resulted in an orientation change of health services:
from the treatment of illness to the promotion
of health in the population. This
