(3) System Communication
As to system communication it is to adopt the means of communication mostly with optical fiber communication and supplemental with local call communication.
(4) In-plant Communications
In-plant communications may be classified as in-plant dispatching communication and the administrative management communication. The in-plant (out-plant) dispatching communication is available for the duty persons in the central control room to directly contact or issue dispatching orders to all the main job areas of the HPP. The administrative management communication is for communication of administration management and logistics affairs inside (outside) the HPP. It is to be arranged with a set of 40-line dispatching program-controlled switchboard to conduct in-plant dispatching communication and administrative management communication. Optical fibers are to be wired to the relay users of the dispatching program-controlled switchboard and accept the dispatching orders of the power grid. The relay lines of the dispatching program-controlled switching may be connected to the local call network via the communication equipment of the local communication company for external contacts and communication and also as the standby channel for gird dispatching communication.
1.7.4 Steel Structures
According to the layout of the hydraulic structures, the steel structural equipment of Houay Por HPP includes the headrace complex of gate dam, headrace complex of earth-rock dam, forebay system, and powerhouse tailrace system. The entire HPP consists of 19 sets of gates and trash racks for 24 openings (including 5 sets of trash racks for 5 openings, 14 sets of plain gates for 19 openings and 10 sets of various hoists). The total quantities are 545.21t, of which the weight of gates is 272.29t, the weight of the counterweight is 3t, the weight of gate slots is 122.2t the weight of the hoists is 133.72t, the weight of rail is 12t and the weight of locking mechanisms is 2t.
1.8 Method statement
1.8.1 Construction Condition
Houay Por is located in saravan province and it is run of river headrace type HPP. Its development task is power generation. The main structures include concrete gate dam, trapezoidal open channel concrete core earth-rock dam and open forebay, penstock and ground powerhouse works, tailrace channel, etc. The FSL of the main dam will be El. 322.5m and the corresponding storage capacity will be 135,000 m3. The working discharge for power generation of will be 29.0m3/s, the designed head will be 61.0m, and the total installed capacity will be 15MW.
The transportation conditions of the HPP are as follows: The external transportation route of the HPP will be from Kunming to the dam site: Kunming-Yuxi-yuanjiang-Mohie Pu’er-Mohan-Muang Sai- Luang XeXeLuangPrabang-Vientiane-site of the HPP(dam site), the total length of which is 2,080km. The Road from the head work complex to the powerhouse complex is of earth pavement and the width of road pavement is about 7m, which meets the requirements for transporting equipment. This HPP will only need to build the road from the existing road to some sites and the transportation conditions of the HPP are relatively good.
