The first stage was representation, in which representatives from each region of a country came together and formed a “representative assembly”. Typically, this group consisted of socially/economically powerful men from each region of the country (e.g. nobles, clergy, merchants). At first, the representative assembly merely served as an advisory body to the monarch.The second stage was empowerment, when the representative assembly attained real political power. Empowerment was achieved when a significant amount of the monarch’s power shifted to the representative assembly. This initially occurred in England, where Parliament gradually wrested power from the English monarch.Once these two stages are completed, a representative government is in place. It is not a democratic government, however, unless the representatives are elected by the country’s adult citizenry. Thus, only with the expansion of suffrage was representative government transformed into representative democracy.
