Ten years after the United Nations (UN) General Assembly Resolution on the CTBT, many are calling for its entry into force (EIF) with renewed urgency. The UN has called on states to adopt the CTBT in a number of recent reports regarding efforts to reform the UN. For example, former Secretary-General Kofi Annan’s 2005 UN Report calls for states to continue the moratorium on nuclear weapons testing until the CTBT enters into force. The report of the High-Level Panel on Threats, Challenges, and Change also urged ratification of the CTBT as part of a general commitment to non-proliferation and disarmament.
