3. Finance (khlang) was controlled by the finance minister who was responsible for both foreign and international trade and the city's money.
4. Agriculture (Na) was controlled by a royal official, who was responsible the food for the capital and also in time of war.
The district administration was divide into four types of towns.
1. Sub-capital towns were close to and surrounding the capital city. They were important towns for the strategic defence of the capital and the Kingdom. The ruler was usually a Crown Prince or other high ranking member of the Royal Family.
2. Internal provincial towns were further from the capital. The ruler was officially appointed by the King.
3. External provincial towns were usually large cities far from the capital city. Thai citizens lived there. The ruler was a descendant of the previous kin.
4. Tributary towns were on the borders of Siam and usually, Foreigners from the neighbouring countries lived there. They were ruled by their own naïve rulers, who paid tribute (taxes) to the King in Ayutthaya.
