At first sight, Thailand’s developmental trajectory poses a conundrum to this<br>consensus view in development discourse. Although somewhat stalled since the<br>financial crisis of 1997, in terms of growth in per capita incomes, structural change<br>and reduction in absolute poverty, Thailand has performed creditably over the last<br>four decades.2<br> Yet Thailand displays all the signs of a ‘misgoverned’ polity. Its formal<br>politics has been interrupted frequently by military coups, money politics appears to<br>be the modus operandi of the party political process (Siamwalla and Christensen,<br>1993) and according to a recent survey, corruption is pervasive (Pasuk et.al., 2000 and<br>Transparency International, various issues).
