This paper identifies the needs, the cultural issues, and the role western management advisors can play in helping the former communist countries of Central Europe build a free market economy. Western management methods are applicable in these countries and are needed. However the transfer of these methods requires (1) an understanding of the historic role of management under communism and how that has shaped the organizational culture, (2) gaining employee's trust by developing their understanding of the proper role of management and the proper use of information in a organization and (3) addressing the differing needs of the privatized companies and new ventures. These issues: understanding organizational history and culture, building trust in management and knowing the different needs of old and new organizations are important in any setting. However these issues take on momentous importance in formerly communist countries.
