This article would be relevant to explain one aspect of the barrier of utilization of practices, policy, and program intervention for organizational change especially in favor of women. For instance, BRAC (established in 1972) as a case, it has formulated its Gender Policy in 1997 where there is mandate for organization to employ 50% female of total employees. However, in 2015, its female staff ratio is 24% (BRAC website). Though BRAC is striving to operationalize the policy since 1997 through a number of strategies such as setting ‘Gender Equality Goal’, forming executive management committee etc. still not succeeded. The idea of cultural impact on the utilization of practice has spot lighted of one aspect of unfolded chapter which should be taken into account.
