1. I cannot understand why a valuer is needed to do the job of a quantity surveyor. Is Deloitte saying that we do NOT need a quantity surveyor for this project since Deloitte is insisting that we engage a valuer to do the job of a quantity surveyor? In fact, this is the first time that I have come across such a request. In all my 20+ years of real estate involvement, this is the first time where an auditor is asking us to engage a valuer (who is engaged primarily to value real estate) to do the job of a quantity surveyor (who is engaged primarily to compute value of construction works). I suspect this may be because Deloitte is not familiar with the responsibilities of valuers and quantity surveyors. Perhaps, management can check with other reputable audit firms to understand how they deal with such matters.
BTW, in my earlier email to Khun Molly, I had asked the same question but did not receive a reply. In my email of 25 Feb 2014, I wrote: "Please advise whether the proposed works are requested for by the auditors? If so, please proceed - as we have no choice." In other words, I had already approved it.
2. Yes, we need the valuer to apportion the valuation into land and building/improvements.
3. I would like management to make a decision on this matter urgently so that we can complete the audit without further delay. (This was mentioned in my email of 25 Feb 2014 to Khun Molly.)
