Many environmental groups such as Greenpeace International
oppose incineration. “In general, too much emphasis
is given to waste management and not enough to
waste reduction,” summarized Kenny Bruno, toxics campaigner
for Greenpeace International in New York. So
powerful has the environmental movement become in the
United States that, during the past two years, it has
brought construction of new incineration plants to a halt.
Some states, like Massachusetts, have declared a moratorium
against construction of new incinerators.
