The headwork complex layout of the saddle dam is as follows: Concrete core earth-rock dam, overflow dam section in the middle of river, L/B desilting outlet and headrace intake, etc. the dam crest of the earth-rock dam section is at El. 321.50m, and the lowest elevation of the foundation plane is at El. 314.5m the maximum dam height is 7.0m, the total length of dam crest is 217.9m and the dam crest width is 4m.

The headrace channel includes 1# headrace channel and 2# headrace channel. The full length of 1# headrace channel is 2,660.646m, while that of 2# headrace channel is 1,756.719m, it is adopt the bottom slope of i=1 :2,000, adopting trapezoidal section.

The full length of the forebay is 55.om, in which the length of the transitional section is 22.0m, the length of the forebay section is 33.0m, the bottom slab is to be adopted C20 reinforced concrete lining, while the side wall is to be adopted gravity-type retaining wall. The right side of the forebay is arranged with desilting gate. The end of the forebay is arranged with an intake chamber, the length of which is 13.0m. the FSL of the forebay is at El. 318.522m, the highest surge level is at El. 319.590m and the lowest operating level is at El. 316.722m.
The penstock is to be adopted the penstock type, according to the location of the ground powerhouse, as well as azimuth of longitudinal axis of powerhouse, the penstock is to be adopted the combined means of water supply with one main pipe bifurcated into a –shaped four branch pipes and supply water to the four units in the powerhouse. The length of the main pipe is 993.670m, the ID of which is 3.5m, to be totally arranged with 9 anchorage block and 77 buttresses.
The complex of the powerhouse area mainly includes the main powerhouse, the auxiliary powerhouse, the tailrace channel, the step-up substation and powerhouse accese road, etc.
The generator hall and the erection bay are arranged as a straight liner vertical to Houay Por Gully. The reaction bay is located on the side far away from the river channel, the length width and height of the generator hall are 50.32m, 14.5m and 11.31m respectively. Installed in the powerhouse are 4 horizontal Francis turbine units including 2 units with an installed capacity of 5.0MW each and 2 units with an installed capacity of 2.5MW each and the units are installed at El. 253.85m.
