There are four different types of property rights overresources: withdrawal, management, exclusion, andalienation (Agrawal and Ostrom 2001) (see Table 3). Ifproperty rights over forest resources are in the hands ofthe community, the potential economic benefits will givethe community enough incentives to practise an efficientand effective management regime (Adhikari 2001).Cleaver (2000) also argues that incentives to be activelyinvolved in the community management system can begained from property rights, as well as from social normsshaped by the social structure, culture, and beliefs thatexist in the community.
