1.6.2.1 Selection of Main Dam Site
Houay Por HPP is located in the D/S of Xe set 1 HPP on Xe Set River in south Saravan Province, and in the course of project construction, it is to try to minimize the submerging losses, avoid causing impacts on transportation facilities, facilities and safety of the school and determine its FSL by satisfying headrace, sediment prevention and normal water taking requirements of the HPP. At the current stage rechecking investigation is to be conducted to the main submerging objects of the river reach at the gate site of Houay Por HPP. According to filed investigation, there is a country road passing by on the R/B along the river, the pavement is higher than the river surface by 2-5m, with several settlements distributed along the road. There is a vocational middle school built on the L/B. Whereas the HPP is located near the school in the course of project construction. It is to minimize submerging losses and avoid causing impacts on the transportation facilities, farmland and natural landscape and determine its FSL as El. 322.5m by satisfying the requirements for headrace sediment prevention and normal water taking.
According to topographic and geologic conditions of the project area, considering fully utilizing the hydro resources of the river reach, controlling submerging land and minimizing environmental impacts. It is determined to arrange the main dam site on mainstream of Xeset River and conduct study about the dam site at 300-1000m river reach at the boundary of Pakse-Saravan Road in the U/S and the river channel. Considering from the perspective of minimizing impacts on the neighboring impacts and protecting farmland, it is to select the upper dam site at about 580m away from the boundary of Pakse-Saravan Road and the river channel. The lower reachs of the lower dam site is topographically open and spacious, which will submerge relatively large land. Therefore, the lower reaches of the lower dam site do not have the conditions for building a dam and the upper and lower dam sites are proposed in the studied river reach of the dam site for comparison and selection. The upper dam site is located at about 580m away from the boundary of Pakse- Saravan road and the river channel, the upper and lower dam sites are 200m away and the head between the upper and lower dam site is 2.5m.
