This document offers policymakers practical and reasonable advice that is underpinned by evidence from academic research and from the analysis of current policies in participating countries. It identifies key characteristics of successful policies and give practical examples. Recognising that every education system is unique, it does not make prescriptions about specific policy reforms, but provides a menu from which appropriate policy responses can be chosen and tailored to fit each national context.
