The impact of internationalization on change in patterns of governance.1.Interventionist regulation: The limited governance capacity of private actors in view of the underlying incentive structure, which can only be compensated for by external power. That is, it requires the hierarchical intervention of the state.2.Regulated self-regulation: The level of governance capacity of both private and public actor can be considered high. The relationship between public and private actors might be arranged in various ways. Private actors might participate in policy-making and implementation3.Private self-regulation: While in the cases detailed above the state is, in principle, still capable of compensating for regulatory failures by direct intervention.4.Interfering regulation: The high level of public and/or private governance capacity implies more or less favorable conditions for the provision of public goods. This can be traced to the fact that, in contrast to the situation with interventionist regulation, governmental intervention can no longer compensate for the low potential for private governance contribution.
