CONCLUSION
This chapter has been concerned explicitly with extrafamily day care for young children, partly because it is of current policy importance and partly because most discussions of the issues either have ignored or have taken a highly oversimplified view of the economic organization questions involved. But along the way I have alluded to sectors that have characteristics quite similar to those of day care, at least in some of the following respects: there are both private and public interests in the good or service involved; and the good or service is divisible; effective evaluation of the alternatives requires that consumer sovereignty be assisted in various ways, both exit and voice are important control devices. Indeed, it is striking to note that a significant fraction of the articulated dissatisfaction with the microperformance of the American economy involves sectors of this kind. The proposals for open operation and for an overall planning unit seem worthwhile exploring in a large number of these sectors.
