The Parliamentary Assembly has expressed concern that the principles of democracy, the protection of fundamental freedoms and human rights are threatened in Europe for a general climate of hostility towards refugees, asylum seekers and other persons in need of international protection. It was noted that recently, many European Governments have imposed restrictions on their immigration, asylum policy and practice with the intention to substantially reduce the number of refugees and asylum-seekers in its territory.
