This paper presents an appropriate model for Science and Technology Parks (STPs) with a view to
helping policy makers and STP managers implement and manage STPs. The authors reorganize and
prioritize the Cabral-Dahab Science Park Management Paradigm. We identify three critical groups of
actors (determinants, reactors and executors) and develop four sub-models from different trajectories of
the groups of actors. We place more emphasis on the ―determinants‖ as the most important actors in the
establishment and management of STP. A critical evaluation of the sub-models reveals that the sub-model
in which government, industry and university/research institutes are all jointly involved in decisive policy
direction is the most appropriate for the developing country. The paper concludes that economies in
transition should see STPs as having a distinctive organizational structure as a result of its myriads of
collaborations and partnerships.

Bài báo này trình bày một mô hình thích hợp cho khoa học và công nghệ công viên (STPs) với một quan đểgiúp đỡ các nhà hoạch định chính sách và quản lý STP thực hiện và quản lý STPs. Tổ chức lại các tác giả vàưu tiên các Cabral-Dahab mô hình quản lý công viên khoa học. Chúng tôi xác định ba nhóm quan trọng củadiễn viên (yếu tố quyết định, lò phản ứng và người) và phát triển bốn tiểu mô hình từ hnăm khác nhau củaCác nhóm của diễn viên. Chúng tôi đặt các chú trọng hơn nữa trên ―determinants‖ như các diễn viên quan trọng nhất trong cácthành lập và quản lý của STP. Một đánh giá quan trọng của các mô hình phụ cho thấy rằng các mô hình phụtrong đó chính phủ, công nghiệp và trường đại học/nghiên cứu viện tất cả cùng tham gia vào quyết định chính sáchhướng là thích hợp nhất cho nước đang phát triển. Bài báo kết luận rằng nền kinh tế quá trình chuyển đổi sẽ thấy STPs như có một cơ cấu tổ chức đặc biệt là kết quả của các Myriad củahợp tác và quan hệ đối tác.
