For example, Crilly and Zhelev (2008) applied the CEPA<br>method to design the Irish electricity generation sector. Jia et al.<br>(2009) employed CEPA methods to determine the targets of minimum clean energy usage, energy demand and the corresponding<br>CO2 emissions for a chemical industrial park. Tan et al. (2009)<br>presented a graphical methodology based on CEPA for planning<br>retrofits for carbon capture and storage in the power generation<br>sector. Atkins et al.
