[THQ00148] NOTE: Which authorities control which substances depend largely on the purposes of the use of such substances. For instance, hazardous substances used in an industrial sector are regulated by the DIW, while hazardous substances used in households or public health sector are regulated by the Food and Drug Administration (FDA), under the Ministry of Public Health (MOPH). Substances with the same name could be regulated by both DIW and FDA. For instance, if a chemical is used as raw material for cleaning or health products, then it will be regulated by FDA. But if it is used for other industrial purposes, the same chemical will also be regulated by DIW. If mixtures contain some substances regulated by DIW but the main purpose of the use is as a raw material for consumer products, then that mixtures are not regulated by DIW.
