in case the Bill was enacted, under Section 61 of the Bill, any person who is the Personal Data Controller under the Bill prior to the enforcement date of the Bill shall be entitled under the Bill, except:
(1) For the personal data which the Personal Data Controller has received prior to the enforcement date of the Bill in part of the compiling process of the personal data;
(2) To comply with the Section 32 of the Bill (security system to prevent the personal data), the Personal Data Controller shall comply within 90 days from the enforcement date.
