The EPA recommends that inspections and evaluations of emissions be conducted regularly to deter- mine the level of air quality, the level of pollutants, and adherence to the established air quality standards. It is important when conducting the detailed survey to ensure that the site selection for sampling is made in such a way that it reflects the entire network design, that it is a representative sample consistent with objectives, and that the sampler considers the meteorological and topographical restraints as well as the sampling schedules. Sampling must be collected accurately and without contamination by skilled and trained individuals. Analysis and evaluation of the sample must be accurate, and the data handling and evaluation systems must be accurate and consistent. The initial major step in surveillance and evaluation is proper planning.
