SPC decided to make the project team permanent. The project manager in place at the end of the project was retained, and an SAP steering committee and SAP project team formed. The steering committee of seven representatives of major user stakeholders provided guidance in operating policy, major expenditure approval, and major design changes. The project team of about 15 members from key user group devoted part of their time to help implement modification project. This team acted as trainer and help assistance for users and as adviser to middle management. Training of end users dropped over time as users became more proficient with the system. It took an average of three months for users to learn what they needed about the system. Involvement with managers continued. Management did not understand the system well and continued to make unrealistic request.
