Therefore, the available options to the MOF-KTD are in relation to the procurement and
operation of the hardware equipment and software solution.
The main technical options regarding the procurement relates to MOF’s decision to procure
itself the required additional hardware and third party software needed to support the eServices-
ITAS or to award the procurement to an integrator larger contract. We recommend the later.
The options regarding the operation of the solution relate to MOF’s decision to operate and
maintain the required eServices 24/7 environment or to outsource its operation and
maintenance to an external contractor. We recommend that MOF keeps and provides that
service.
As for the dozen of services related to the implementation of an eServices-ITAS solution (from
configuration and training to maintenance and support), we recommend that MOF-KTD includes
all of them in an integrator contract.
Regarding the make or buy aspect, the bank concludes that the risk associated with software
development is larger than the one associated with selecting and implementing a COTS.
