Decisions based on fact. External evaluations and alternative sources motivate the public sector to develop a measurable rationale for decision making. The days of accepting the low-cost bidder may be gone.
A new long-term commitment to TQM by leaders. The international economy and the changing world situation may force the public toward a mid term focus. In order for TQM to be truly successful in the public sector, support is needed from top management.
