Dear all,
With these two attachments, it was brought to my attention that offshore has difficulties returning the Pallet carrier or Lifting frame back to SKL. Base if pallet bar not allow to use. 
I had consulted with K. Uhai T and K. Chawalit R (Crane safety head at BKK. Office) and here is our guide line for offshore to follow:
The pallet bar is NOT totally banded for offshore operation but there is a certain safety rule if we have to use pallet bar as follows;
First of all, moving or transferring cargo with pallet bar has high risk – Extra precaution must be taken during managing the load/cargo.
1. In general, Pallet bar is not allowed and not encourage to use, Recommend to move cargo with small mobile crane (so called “ Lift- To”) if can.
2. If small mobile crane is not suitable to move cargo (may be the deck floor is of grating or the opened legs of the small mobile crane is not wide enough) Pallet bar is allowed to use with below conditions;
1. Allow to use pallet bar to move cargo in a low elevation from deck floor only. (1 -2 foot height)
2. Not allowed to move cargo from one deck floor to another. Or to and from p/f and boat. (moving cargo from different deck floor and from boat - always required lifting frame)
3. A Permit to work , with written HA/JSA MUST be utilized any time decided to use pallet bar.
4. Pallet bar is NOT allow to move cargo over the live process or live plant equipment.
5. Every time lifting cargo with pallet bar, a “pre- Load test “ for approx. 2 mins. is to be done prior actual lift or move the cargo to ensure safe lifting.
Additional action: Platong O&M crane operator to prepare written HA/JSA (stating a “Pre-Load test” step) by consult with M.dent. – Platong M.dent to share to GOT ASAP.
