First dimensional actions are the first frauds committed, mostly to test the
effectiveness of fraud schemes and the stolen information. For example, a perpetrator
might go to a gas station and use a stolen credit card to actually determine if the card
works. If the card does work, the perpetrator gains confidence in the theft and moves on to bigger scams. However, if the card does not work, the perpetrator faces no
immediate threat of consequences and can quickly discard the card without physically
having to face anyone.
