A reciprocal relationship exists between organizational culture and commu-nication (Pepper, 1995). On the one hand, communication is the tool that helpsto transmit organizational culture to each other and to the newcomers of theorganization, and it also enables the culture to be maintained and developedin its certain way. In a sense, culture comes into being through constantcommunication among the members of the organization, and communicationchanges the cultural assumptions over time. Culture deeply shapes and altersthe communication within this specific culture. “The culture encouragescertain topics for communication and discounts others. The culture often deter-mines who talks with whom, on what occasions, and covering what matters”(Neher, p. 127, 1997). Organizational culture, therefore, may be thought of asthe manner in which an organization solves problems to achieve its specificgoals and to maintain itself over time. Moreover, it is holistic, historicallydetermined, socially constructed, and difficult to change (Hofstede et al.,1990).
