Many current recipients of long-termcare services are not frail enough to qualify for LTCI benefits, at leastnot at a high level, and these persons also face the 10 percent copayment(most had been paying little or nothing). Various steps havebeen taken to ease this situation, such as allowing residents classifiedas noneligible (about 3 percent so far) to remain in nursinghomes for five years and lowering the copayment to 3 percent forpersons who had been receiving community-based social services.Also, many municipalities will continue to provide services to thosenot qualifying for LTCI under their own social welfare programs
