The roadmap announced by the South Korean government in early 2014 for achieving the national target of a 30% GHG reduction in relation to BAU projections includes a policy that looks to increase the modal split of railways and coastal maritime trans- portation, all with an eye to establishing an environmentally friendly logistics network. In other words, the South Korean gov- ernment will contribute to GHG reduction within the transportation sector by introducing a modal shift5 system in the domestic logistics services sector, similar to that seen in the Marco Polo Programmes of the EU or the Green Logistics Partnership of Japan. Specifically, the plan is to increase the modal split of railways from 13% in 2011 to 18.5% by 2020, and increase the modal split of maritime trans- portation from 16.2% in 2011 to 21.2% by 2020.
