The heterogeneity of small firms, in addition, adds to the unit costs of supplying training. Fewer employees per firm are in similar posts in a small firm than in a large firm. Furthermore, the firms in which they work are often in different sectors or at very different points along their growth trajectory. Table 2 illustrates this diversity. The rows are the stage or status of the firm and the columns are the personnel in receipt of training. This suggests providers of training need to take into account, not only the characteristics of the employees potentially in receipt of training, but also the stage or status of the recipient firm.
