Technical and technological progress is one of the most decisive factors for the currentand future economic position of the Japanese economy. Progress in this area generallydetermines the opportunities for the countrys economic growth, and those economiesthat are developing on the basis of technology record the highest long-term dynamics ofgrowth. This is considered in many theories of economic growth, where aspects oftechnological progress are often very important.1 Therefore, those countries which thanksto technology are able to use their resources in not only intensive but also extensive ways,and whose governments pursue an active policy of promoting technological developmentand innovation, are the only ones which can attain a leading global position.Japans post-war economic development is an interesting example of the idea that throughadroit technology development (among other factors), the country has been able to succeedin transitioning from the position of a backward country into a world leader. Confirmationof this can be found both in the number of indicators describing the technologicaldevelopment of the country2 and the general perception of Japanese products as well asthe whole economy as thoroughly modern and highly technologically advanced. The1970s was a period when the technological gap between Japan and the most advancedeconomies closed, and the country entered a phase of technology creation, and theacquisition and consolidation of its position of global technology leadership.
