There are no mandatory benefits for employees and there is no housing fund for employees in the company.
Accordance to the labor law, Grassroots level trade unions play the role of representing and protecting the rights and legitimate interests of trade union members and employees; participate in negotiating, signing and supervising the implementation of collective labor agreements, wage scales and wage tables, labor norms, wage payment regulations and bonus regulations, internal working regulations, democracy regulations in enterprises, agencies or organizations; participate in and assist the settlement of labor disputes; hold dialogues and cooperate with employers to build harmonious, stable and progressive industrial relations in enterprises, agencies or organizations.
If the company were not eligible to establish grassroots unions, immediate higher-level trade unions shall perform the duties specified in above.
Therefore, although the company has no the Union, the company still has to pay the union fees.

Theo quy định của pháp luật lao động, công đoàn cấp cơ sở đóng vai trò đại diện, bảo vệ quyền và lợi ích hợp pháp của các thành viên công đoàn và người lao động; tham gia đàm phán, ký kết và giám sát việc thực hiện thoả ước lao động tập thể, thang lương, bảng lương, định mức lao động, quy chế trả lương, quy chế thưởng, quy chế làm việc nội bộ, quy chế dân chủ trong các doanh nghiệp, cơ quan, tổ chức; tham gia và hỗ trợ giải quyết tranh chấp lao động; tổ chức đối thoại và hợp tác với người sử dụng lao để xây dựng quan hệ lao động hài hòa, ổn định và tiến bộ trong doanh nghiệp, cơ quan, tổ chức.
Nếu công ty không đủ điều kiện để thành lập công đoàn cơ sở, công đoàn cấp trên trực tiếp có trách nhiệm thực hiện các nhiệm vụ quy định ở trên.
Do đó, mặc dù công ty không có Liên minh, công ty vẫn phải trả phí công đoàn. Trân trọng.
