The second National Energy Plan of South Korea, established in early 2014, includes a declaration of the intention to transition to a low-energy consumption economy, by enhancing the energy effi- ciency standards in the transportation sector and making them on par with those of a developed country. In particular, the plan includes details such as improving the average fuel economy of a passenger car from the 16.9 km/l as measured in 2012 to 20.3 km/l by 2017, 35 km/l by 2035, and 45 km/l by 2050 [7]. For this reason, this research reflects the second National Energy Plan of South Korea, as well as the opinions of experts; we constructed the IFE scenario, in which the fuel economy of a passenger car improves by 20% in 2017, 107% by 2035, and 166% by 2050.
