I. You may change the owner/investor of APS VN immediately after obtaining the amended Investment Registration Certificate with new address of APS VN;

II. APS VN is a debt collection services company. Pursuant to the Article 6, Decree No. 104/2007/ND-CP on provision of debt collection services, operation scope of a debt collection services company as follows:
1. Representing creditors in identifying debts and contents related to the fulfillment of the debt payment obligation by debtors; urging debtors to pay debts; collecting debts.
2. Representing creditors in working with related organizations or individuals for the purpose of collecting debts.
3. Representing debtors in identifying debts and measures to settle debts with creditors.
4. Providing legal consultancy to creditors or debtors on identifying debts, or measures and procedures for settling debts.

Therefore, APS VN are not allowed to purchase debts from others organizations.
To perform your purpose, you may set up a debt purchase company then APS VN signs debt collection services contract with this company to collect the debt.

II. APS VN là một công ty dịch vụ thu nợ. Căn cứ Điều 6, Nghị định số 104/2007 / NĐ-CP về việc cung cấp các dịch vụ thu nợ, phạm vi hoạt động của một công ty dịch vụ thu nợ như sau:
1. Đại diện cho các chủ nợ trong việc xác định các khoản nợ và các nội dung liên quan đến việc thực hiện nghĩa vụ trả nợ của chủ nợ; đôn đốc các chủ nợ để trả nợ; thu nợ.
2. Đại diện cho các chủ nợ làm việc với các tổ chức, cá nhân cho mục đích thu thập các khoản nợ liên quan.
3. Đại diện chủ nợ trong việc xác định các khoản nợ và các biện pháp để giải quyết các khoản nợ với các chủ nợ.
4. Tư vấn pháp luật cho chủ nợ hoặc người nợ về việc xác định các khoản nợ, hoặc các biện pháp và thủ tục giải quyết các khoản nợ.

Do đó, APS VN không được phép mua nợ từ các tổ chức khác.
Để thực hiện mục đích của bạn, bạn có thể thiết lập một công ty mua bán nợ thì dấu hiệu APS VN nợ hợp đồng dịch vụ thu gom với công ty này để đòi nợ.
