In February 2017, the Government of Kenya announceda ban on the production, sale, importation and use ofplastic carrier bags, which came into full effect after sixmonths (in August 2017). Under the new law, representingthe third attempt in the past decade, offenders can facefines of up to $38,000 or four-year jail terms, makingKenya’s plastic bag ban the most severe in the world.112Before the law entered into force, UN Environmentsupported the organization of a stakeholder dialoguewhere national and local-level officials could engagewith private sector representatives to exchange viewson how best to implement the regulation.
