This study has a limitation in terms of time and financial issues. The research focused only public secondary schools in the target provinces where UNICEF supported programs. Therefore, there should be more similar research on Schools of Quality approach in secondary schools in other different provinces as well as in private secondary schools. Also, the study on a development model of Schools of Quality for secondary schools that has effects on secondary education system, especially on school leadership and teaching and learning approaches which may not be sufficient for improving overall secondary education system.
