Steps for validation oflocal and indigenousknowledgeIntegrating local and indigenous knowledge withscience and technology involves a participatoryprocess. The community organizing processesadopted in Community-Based Disaster RiskManagement (CBDRM) can be used in the integrationprocess with the community, by mobilizingcommunity leaders, implementing awareness-raisingactivities, strengthening local organizations, andestablishing linkages with local government officials.Integration entails taking a LINK inventory, assessingand validating LINK, and coming up with measuresto integrate LINK into policies. Because the scientificcommunity has very strict protocols on its processes,scientific validation of local and indigenousknowledge enhances its credibility vis-à-vis scientists.On the other hand, LINK with little or no scientificbasis should be assessed in terms of how it increaseda communities’ resilience against hazards.3.2.1 Community validationIntegration of local and indigenous knowledgewith science and technology starts with an initialassessment and validation of the knowledge by thecommunity itself. The documented LINKs need tobe presented to the community to determine whichones are considered effective and most commonlyused. This can be done through FGDs and keyinformant interviews. In the Philippines, a one-pageFGD guide was used to ask farmers, the elderly,fisherfolk, and women’s groups to assess whetherthe LINK identified in their community was still beingused and effective (i.e., whether or not the expectedoutcome from the LINK actually takes place). A scaleof 1 to 10 was used where 1 is not effective, with10 as most effective. In Indonesia, validation withthe communities involved (a) confirmation thatknowledge was widely held in the study area (e.g.,by fisherfolk in Aceh) and not just by one or twoindividuals; (b) existence of proof that the belief,knowledge, or practice has existed in the communityfor more than one generation; (c) relevance toanticipate or to cope with hydro-meteorologicalhazards and climate change adaptation.3.2.2 Validation or scientific explanationby scientistsThe next step is presenting the outcome of thecommunity validation to a group of scientistsand experts. In the Philippines, this was done in aworkshop that gathered scientists, with doctoratedegrees in their own area of specialization, fromboth natural and social sciences, such as marinescience, meteorology, biology, anthropology anddevelopment studies.
