Whether Wilson , Goognow , and other early thinkers are entirely responsible for its discombobulating effect,however,is debatable,and a solid case can be made that they were less interested in cleaving politics and administration asunder than in clarifying their mutual roles so that elected officials and educated administrators could work more effectively as a team of civie leaders
