System of policies and management apparatus of foreign labor of Vietnam contained defects: (i)policies were inconsistent, inappropriate and difficult to implement. Regulations on penalties were too not tight enough and affected the strictness of laws; (ii) some enterprises, employers had not obeyed laws of Vietnam on recruitment, use and management of foreign labor; (iii) minority of foreign labor was not aware fully of Vietnamese laws; law-abiding consciousness was low, especially illegal foreign labor, etc…; (iv) system of agencies for foreign labor management did not coordinate, the force was insufficient; there were no responsible divisions, records and statistics management was not strict, not updated and incomplete.
